playing low pocket pairs should entirely depend on the situation. In a tournament, it always depends on the size of your stack and the size of the blinds. At the beginning of a tournament, you should fold to almost any raise pre-flop when you're holding a pair. The chances of another player holding a larger pair than you are very likely and you don't need to get yourself into unnecessary trouble. Once the blinds are big, it depends on your chip stack. If you have a large stack, play the low pairs the same way you would at the beginning of the tournament (only limp and fold to raises). If you have a lower stack, push all-in, never do a simple 2-3x raise because you want to isolate one opponent. In cash games, only limp and never raise. For the same reasons as the beginning of a tourney, the best bet is to try and get in for cheap, because when you eventually flop a set you're going to make a lot of money.
